India is setting up a digital university which will bring down the cost of higher and skill education in the country drastically, Union Minister Dharmendra Pradhan said. The Minister for Education and Skill Development and Entrepreneurship shared that multiple entry and exit points are being created in the education system to provide mobility across the general and skill education streams to youth. "We are setting up Digital University which will drastically reduce the cost of higher education and skill education and increase accessibility to a wide variety of education and skill programmes," Pradhan said in a virtual address to the Shanghai Cooperation Organisation (SCO) Summit here on Monday. The SCO is a permanent inter-governmental international organisation comprising eight members -- China, India, Russia, Pakistan, Kazakhstan, Kyrgyzstan, Tajikistan, and Uzbekistan -- strengthening bilateral relations and regional security. Ninety-one per cent Indian students believe that a professional certification will help them succeed in their job while 96 per cent felt it will help them get a employment after graduation, according to a new survey. The study conducted by online learning platform Coursera also found that employers in India place a higher value on professional certificates when making hiring decisions than their counterparts in Australia, the UK, Germany and France. Nearly 5,000 students and employers across 11 countries -- Australia, Egypt, France, Germany, India, Mexico, Saudi Arabia, Turkey, the UAE, the UK and the US -- were surveyed as part of the study. "Ninety-six per cent of surveyed Indian students (versus 90 per cent of students worldwide) believe that earning a professional certificate will help them stand out to employers and get a job after graduation," the survey report stated. The government is formulating a policy to make India the skill supply hub for global value chains, Union Minister Dharmendra Pradhan said on Tuesday. The Minister for Education and Skill Development and Entrepreneurship also said that the mapping of global skill-set requirements will be undertaken to identify the skilled manpower needs of various nations. He said that identifying skillset requirements will serve as an important element when the Department of Commerce negotiates trade deals with various nations on India's behalf. A virtual Global Skills Summit was organised on Tuesday in association with four central government departments along with ambassadors to ten nations, including Australia, France, Germany, Japan, Malaysia, Mauritius, Singapore, Tanzania, UAE and UK in line with this proposed initiative. As many as 1.32 crore candidates were trained and oriented across the country as on November 21 this year under Pradhan Mantri Kaushal Vikas Yojana (PMKVY), Parliament was informed on Wednesday. Under Skill India Mission, the skill development ministry is implementing PMKVY with an objective to impart short duration skill development training and certification to youth including rural poor and unemployed youth, and to make them employable for better livelihood across the country. Under the scheme, there is provision to provide facilities to target groups such as conveyance cost, boarding and lodging, transportation, post placement support, reward money, etc. in the country covering rural areas.
