Proposals for transfer of 10 HC judges under process: Kiren Rijiju

Proposals for transfer of 10 high court judges are under various stages of processing, Law Minister Kiren Rijiju told Lok Sabha on Friday. Rijiju's statement comes days after the Supreme Court expressed displeasure over Centre's delay in clearing recommendations for transfer of HC judges, saying it was a very serious issue. In his written reply, the minister asserted that "no timeline" has been prescribed in the Memorandum of Procedure (MoP) for transfer of judges from one high court to another. "As on February 06, 2023, proposals for transfer of 10 high court judges from one high court to other high courts are under various stages of processing," Rijiju said. He said judges of high courts are transferred according to the procedure laid down in the MoP prepared in 1998. As per the existing MoP, the proposal for transfer of high court judges is initiated by the Chief Justice of India in consultation with four senior-most judges of the Supreme Court, he pointed out. The government has told a parliamentary committee that it "may not be desirable" to set up a unified media council as each media platform was unique and distinctive in its own way with a self-regulatory mechanism, prompting the panel to make a fresh push for such a framework with statutory powers to enforce advisories. The Parliamentary Standing Committee on Communications and Information Technology, chaired by Shiv Sena member Pratap Jadhav, had suggested to the Ministry of Information and Broadcasting to have a media council, contending that there were limitations in enforcement of advisories issued by the Press Council of India and News Broadcasting Standards Authority. Parl panel pulls up DoT on internet shutdowns; asks to take stock of impact

Expressing concern over frequent internet shutdown without any empirical study, a Parliamentary panel has pulled up the Department of Telecommunications for not maintaining the record of incidents and inaction on several of its recommendations. The Standing Committee on Communications and Information Technology on 'Suspension of Telecom Services and Internet and its impact' tabled in Lok Sabha on Thursday, the panel has asked the Department of Telecom (DoT) to lay down a clear cut principle of proportionality and procedure for lifting of shutdown in coordination with the home ministry to prevent any misuse of the suspension rules. The panel rejected the logic of the DoT and Ministry of Home Affairs (MHA) for not maintaining the record of the shutdown, saying it cannot simply take the plea that police and public order are essentially state subjects and suspension of the internet does not actually come under the ambit of crimes. Coal demand estimated to reach 1,087 million tonnes in current fiscal year

Demand for coal is estimated to reach 1,087 million tonne in the ongoing financial year, Parliament was informed on Wednesday. As against the increased coal demand, domestic production of the fossil fuel has also increased. "For the current year 2022-23, coal demand has been assessed by the Ministry (coal) to reach 1,087 MT," Coal Minister Pralhad Joshi said in a written reply to the Lok Sabha. The actual demand for coal increased to 1,027.92 million tonne (MT) in FY22 from 906.13 MT in FY21. In FY22, the domestic coal production increased 8.67 per cent to 778.19 MT from 716.08 MT in FY21, the minister said. Several steps have been taken by the government to increase the production of coal in the country. These include identification and development of new coal blocks, including through captive and commercial route and single window clearance portal for the coal sector to speed up the operationalisation of coal mines. Medical colleges in India have gone up to 654 from 387 since 2014: Govt

There has been a 69-per cent increase in the number of medical colleges in the country, from 387 before 2014 to 654 as of now, the government informed Parliament on Tuesday. Further, there has been a 94-per cent rise in the number of MBBS seats, from 51,348 to 99,763, and a 107-per cent increase in the number of postgraduate (PG) seats, from 31,185 before 2014 to 64,559 as of now, Minister of State for Health Bharati Pravin Pawar said in a written reply to a question in the Rajya Sabha. In order to increase the number of doctors in the country, the government has hiked the number of medical colleges and consequently, that of MBBS seats, she said. The steps taken by the government to increase the number of medical seats in the country include a centrally-sponsored scheme for the establishment of new medical colleges by upgrading the district and referral hospitals, Pawar said, adding that 94 of the 157 new medical colleges approved are already functional.
