Road ministry amends battery safety norms, to come into effect from Oct 1

Concerned over cases of fire incidents observed in electric two-wheelers, the road transport ministry has introduced additional safety provisions in the battery safety standards which will come into effect from October 1, according to an official release. The amendments include additional safety requirements related to battery cells, on-board charger, design of battery pack, and thermal propagation due to internal cell short circuit leading to fire. The notification to mandate amended standards for the respective categories of electric vehicles with effect from October 1, 2022, is in progress, the release said. In April this year, cases of electric two-wheelers of manufacturers such as Ola Electric, Okinawa Autotech and PureEV catching fire were reported. It prompted the government to form a panel to examine. Govt allows retrofitment of CNG and LPG kits in BS-VI compliant vehicles

The government has allowed retrofitment of CNG and LPG kits in petrol and diesel vehicles that are compliant with BS-VI emission norm. As of now, such modifications are permissible only in vehicles that are compliant with BS-IV emission norm. "This ministry... has notified retrofitment of CNG and LPG kit on BS (Bharat Stage)-VI gasoline vehicles and replacement of diesel engines with CNG/LPG engines in case of BS-VI vehicles, less than 3.5 tonnes," the Ministry of Road Transport and Highways (MoRTH) said in a notification. The notification lays down the type approval requirements for retrofitment. CNG is an environment-friendly fuel and will reduce the emission levels of carbon monoxide, hydrocarbon, particulate matter and smoke as compared to petrol and diesel engines, the ministry said, adding that the notification has been formulated in consultation with stakeholders.

Location-tracking device must for vehicles carrying hazardous goods

The Ministry of Road Transport and Highways (MoRTH) on Monday made it mandatory for goods vehicles, manufactured on or after September 1, used for carrying dangerous or hazardous materials to be fitted with location tracking device. The ministry in a notification said it has been brought to the notice that vehicles, which are not under the ambit of national permit, carrying various gases viz. argon, nitrogen, oxygen etc. and goods of dangerous or hazardous nature, are not fitted with Vehicle Location Tracking Devices. "Accordingly, the ministry, has mandated that every vehicle of categories N2 and N3, manufactured on and after the 1st day of September, 2022, in the case of new models, and 1st day of January, 2023, in the case of existing models, carrying dangerous or hazardous goods, shall be fitted with a vehicle tracking system device as per Automotive Industry Standard (AIS) 140," it said.
