Delhi Lt Governor V K Saxena has given his nod to prosecute two activists for allegedly burning copies of the Constitution and insulting the SC/ST community during a protest in 2018, sources said on Tuesday. Saxena has approved the prosecution of the accused under the Scheduled Castes and the Scheduled Tribes (Prevention of Atrocities) Act, Delhi Police sources said. The accused had also uploaded videos of the protests on social media, they said. The L-G has given sanction to prosecute the accused persons in the case registered on August 10 under sections of the SC/ST (POA) Act and Prevention of Insults to National Honours Act, 1971. These are special statutes and police require L-G nod to book the accused under the acts. The air quality index (AQI) of Delhi was recorded in the 'very poor' category for the fourth consecutive day on Tuesday morning, even as the weatherman has forecast light rain or drizzle later in the day. The minimum temperature settled at 17.2 degrees Celsius, three notches above the season's average, as per data shared by the India Meteorological Department (IMD). The capital's 24-hour average AQI stood at 348 on Tuesday morning around 9.15 am, according to the Central Pollution Control Board data. The AQI had worsened from 339 on Sunday to 354 on Monday. It was 381 on Saturday. An AQI between zero and 50 is considered "good", 51 and 100 "satisfactory", 101 and 200 "moderate", 201 and 300 "poor", 301 and 400 "very poor", and 401 and 500 "severe". According to the Central Pollution Control Board (CPCB) data, Delhi's overall Air Quality Index (AQI) at 1.10 pm stood at 341. The areas in the national capital which recorded an air quality index in the "very poor" category included Alipur with its AQI at 357, Shadipur at 321, NSIT Dwarka at 348, DTU Delhi at 306, ITO at 335, Sirifort at 351, Mandir Marg at 333, RK Puram at 365 and Aya Nagar at 333. Delhi recorded 68 fresh COVID-19 cases on Saturday with a positivity rate of 1.37 per cent, and one more person died due to the viral disease, according to the data shared by the health department here. With these new cases, Delhi's COVID-19 tally has risen to 20,06,511 while the death toll due to the infection rose to 26,512. Delhi recorded 54 coronavirus cases on Friday with a positivity rate of 1.22 per cent, and two deaths. The city recorded zero death and 65 COVID-19 cases on Thursday with a positivity rate of 1.29 per cent. The national capital had recorded 58 Covid cases on Wednesday with a positivity rate of 1.03 per cent. The city had reported 63 cases of the infection with a positivity rate of 1.18 per cent on Tuesday. The fresh cases came out of the tests conducted the previous day. The number of active cases stands at 298 while the number of patients in home isolation is 202. Of the 8,773 Covid beds in the city hospitals, only 49 are occupied.

The Model Code of Conduct comes into force in the national capital from Friday itself, he said. "Voting for the municipal polls in Delhi will be held on December 4 while the results will be announced on December 7. The filing of nominations will begin from November 7 and the last date for the same is November 14," Dev said at a press conference.
Reporting of major crimes in the national capital has increased by 440 per cent in the last 10 years from 2012 to 2021, according to a report. The report launched by the Praja Foundation on 'State of Policing and Law & Order in Delhi' also highlights the pendency in the investigation of cases as well as trial proceedings in Delhi. No immediate reaction was available from the Delhi Police on the report. According to the report, registered crimes of theft and chain snatching have increased by 827 per cent and 552 per cent respectively from 2012 to 2021. While registered crimes of molestation, rape and kidnapping/abduction have increased by 251 per cent, 194 per cent and 39 per cent respectively. The report further stated that 41 per cent of total rape cases were registered under POCSO Act in 2021. In the same year, it has been seen that 91 per cent of total kidnapping and abduction victims were children while the conviction rate was 38 per cent for crimes against women and only 52 .
A total of 120 teams of the transport department will be in action at Delhi's entry points to ensure that trucks, apart from those carrying essential items, do not enter the national capital, officials said on Thursday. With Delhi's Air Quality Index (AQI) a notch short of entering the "severe plus" category, a central panel directed authorities on Thursday to ban the plying of four-wheeled diesel light motor vehicles in the city and the adjoining NCR districts and the entry of trucks into the capital as part of the anti-pollution measures under the final stage of the Graded Response Action Plan (GRAP). However, BS-VI vehicles and those used for essential and emergency services have been exempted, according to an order issued by the Commission for Air Quality Management (CAQM).
