Lenders are also wary about sustained demand for coal, which is seen globally as a dirty fuel but is still the biggest source for electricity generation in India.
In a gazette notification on Thursday, the ministry amended the Environment Protection Act to drop mandatorily washing coal for supply to thermal power plants.
These could include the much-talked-about proposal allowing commercial coal mining and may also include an ordinance on freeing up inter-state trade in agricultural commodities.
