The Himachal Pradesh Assembly on Thursday passed a Bill to provide shelter, education and Rs 4,000 as pocket money to orphaned children, calling them children of the state. Chief Minister Sukhvinder Singh Sukhu said the proposed legislation would make Himachal Pradesh the first state to have such legislation, but the opposition BJP claimed that its provision already exist in central schemes. The Himachal Pradesh Sukhashraya (Care, Protection and Self Reliance of Children of the State) Bill 2023 aims at taking care of destitute children and orphans. The bill defines destitute children and orphans as children of the state and provides for securing education, skill training and future of these children. Besides providing shelter and care, the orphaned children will get 'pocket money' of Rs 4,000 per month, thus benefitting 6,000 children. The Education Ministry released a "pre-draft" of the National Curriculum Framework (NCF) for school education on Thursday and invited suggestions from stakeholders such as students, parents, teachers and scholars. "This is a pre-draft of the NCF-SE, which still requires several rounds of discussion within the National Steering Committee. Feedback from diverse stakeholders will further help NSC to look critically into different modalities and approaches that this framework is proposing," the ministry said in a statement. It said feedback from students, parents, teachers, teacher educators, experts, scholars and professionals is necessary given the diverse needs of students, multiple pedagogic approaches and learning-teaching material at the different stages of school education. The moratorium on opening of new engineering and technical colleges will be lifted from the 2023-24 academic session, the All India Council of Technical Education (AICTE) announced on Thursday. The technical education regulator had imposed a two-year ban from the academic year 2020-21 on opening of new engineering institutes due to a declining number of admissions in the course. "Moratorium for establishing new institution in engineering and technology has been lifted from AY (academic year) 2023-24. However, for establishing a new institution in engineering and technology, preference shall be given to the applicant offering courses in multi-disciplinary area in-line with NEP (National Education Policy) 2020 in STEM," the AICTE said in its new approval guidelines. The Delhi Education Department will constitute a joint committee with the Delhi Commission for Protection of Child Rights (DCPCR) and appoint a nodal officer in every district to remove any hassle in Economically Weaker Section (EWS) admission process in schools, officials said on Tuesday. This is part of a four-point action plan devised by the education department to avoid the repeat of last year's admission problems. Regular SMS will be sent by the education department to parents to receive updates and information related to admission and the weekly tracking of the admissions will be done at the headquarter level, as per the action plan. About ninety-six per cent of unauthorised colonies here have regular water supply and around 93 per cent households access to piped water supply, according to the Delhi Economic Survey 2022-23. The report, which was tabled in the Delhi assembly by Finance Minister Kailash Gahlot on Monday, said since January 2014, around 21.39 lakh consumers have benefited from free water of up to 20 kilolitres. "In a remarkable achievement, GNCTD (Delhi government) has been able to provide regular water supply to unserved and under-served areas, and has covered unauthorised colonies, which is about 96 per cent of total unauthorised colonies in Delhi and efforts have been made to cover remaining unauthorised colonies," the survey noted. "The Delhi government ensured free lifeline water up to 20 kilolitres to every household having metered water connection and around 21.39 lakhs consumers have been benefited under this scheme since its inception," the Delhi Economic Survey (DES) said. Education and health sector will get the highest allocation in the annual budget of the Arvind Kejriwal government for the 2023-24 financial year, officials said on Sunday. In the 2022-23 Delhi Budget, the education sector received the highest allocation of Rs 16,278 crore, a slight decline from the previous fiscal budgetary outlay of Rs 16,377 crore. The health was allocated Rs 9,769 crore in the 2022-23 budget while it was Rs 9,934 crore in the previous budget. Andhra Pradesh Chief Minister Y S Jagan Mohan Reddy on Sunday released Rs 699 crore under a flagship government scheme for total fee reimbursement to eligible students studying a variety of courses. As many as 9.8 lakh students pursuing ITI, polytechnic, degree, engineering, medicine and other professional courses will benefit from the Jagananna Vidya Deevena scheme for the quarter October to December, 2022. Under the scheme, the fee of students belonging to Scheduled Castes, Scheduled Tribes, backward classes, minorities, Kapus, economically backward classes and persons with disabilities (PwD) categories will be reimbursed. These funds will be directly credited into the bank accounts of the students' mothers.
