The Maharashtra government told the Bombay High Court on Friday the 2018 tender for the Dharavi redevelopment project was cancelled and a fresh tender was issued in 2022 because of several factors, including the COVID-19 pandemic and the Ukraine-Russia war that affected financial and economic affairs. The Gautam Adani Group had bagged the 2022 tender with a bid of Rs 5,069 crore to redevelop an area of 259 hectares. The government's decision to cancel the 2018 tender and issue a fresh tender in 2022 with additional conditions was challenged in the HC by UAE-based company Seclink Technologies Corporation, which had emerged as the highest bidder in the earlier tender with a Rs 7200 crore bid. A major fire broke out in Dharavi, the biggest slum in Mumbai, in the wee hours of Wednesday, but there was no report of injury to anyone, officials said. The blaze erupted in some shanties in Kamala Nagar and Shahu Nagar localities near the Dharavi fire station around 4.15 am, they said. "At least 12 fire engines, eight water tankers and other fire brigade vehicles are engaged in the firefighting operation that is currently underway," a civic official said. The fire is confined to some huts, but there has been no report of injury to anyone, he said. Personnel from the Mumbai Police, Brihanmumbai Municipal Corporation's (BMC) administrative ward and other agencies are present at the spot, the official said, adding that the cause of the fire is being ascertained. The Maharashtra cabinet on Wednesday decided to invite fresh bids for the Dharavi Redevelopment project and offer additional benefits for the project, a statement said. This decision taken by the cabinet headed by Chief Minister Eknath Shinde for the Dharavi Redevelopment project also entails formation of a Special Purpose Vehicle (SPV) for one of the major infrastructure projects in the city. This will also include the terms and conditions laid down by the Rail Land Development Authority, it said. The statement said the concession has been offered looking at the overall slowdown in the market compounded with COVID-19 pandemic. The redevelopment of Dharavi, one of the biggest slums in Asia, throws open over 600 acres of prime land, but the project has met with hurdles over the last two decades.
