Veteran leader Mallikarjun Kharge formally took over as Congress president on Wednesday after he was handed over the certificate of election to the top post at a function at the AICC headquarters here. Congress presidential candidate Shashi Tharoor on Wednesday asserted that if he becomes the AICC chief, he would fully implement the party's existing constitution which requires CWC elections and revival of the parliamentary board that has been dormant for a quarter-century.
