Article 21 of the Constitution deals with the right to protection of life and personal liberty. Kappan was released from Lucknow district jail Thursday morning, a day after the sureties required for his bail were submitted in court. He and three others were arrested in October 2020 while on their way to Hathras where a Dalit woman died allegedly after being raped. The prices of foreign liquor and beer in Uttar Pradesh will increase by 10 per cent with the implementation of the new excise policy from April 1, an official statement said on Sunday. The new excise policy 2023-24 was cleared by Uttar Pradesh Cabinet on Saturday. According to the statement, an increment of 10 per cent has been made on licence fees of foreign liquor, beer, cannabis retail shops and model shops. The government has also increased the fee for running the canteen facility at model shops to Rs 3 lakh from the present Rs 2 lakh in the new excise policy. With the new policy, the government has also increased the licence fee and security for bonded warehouse licenses (BWFL-2A, 2B, 2C) of foreign liquor, beer and wine. The registration and renewal fees of the master warehouse have been increased too. "The increase in licence fee and that of running canteen facility along with warehouse licences will eventually lead to rise in liquor prices," said Devesh Jaiswal of the UP .
Uttar Pradesh government has launched a campaign to empower girls from the underprivileged class, an official said on Sunday. According to a statement, the Samagra Shiksha Abhiyan will work under the Aarohini Initiative Training Programme for the safety and security of girls in 746 Kasturba Gandhi Residential Girls Schools in the state. Director General of School Education Vijay Kiran Anand said the main objective of the Aarohini programme, which will be implemented in three phases, is gender sensitisation. In the first phase, which will start on February 1, teachers will be trained. Two teachers of every Kasturba Gandhi Residential Girls' School will receive the training, who will then educate the students of their respective schools, the statement said. Along with the teachers, the institution will also groom the girls through debates and other activities, it added.

Uttar Pradesh's Board of Secondary Education has issued a list of guidelines, which include barring invigilators from using mobiles, calculators or any other e-devices, to ensure there is no cheating in the state board exams next month. Fifty per cent of the invigilators at the examination centres will be external and a teacher of the subject for which an exam is being held will not be put on duty, according to the statement by the Uttar Pradesh government issued on Saturday. These follow directives of Chief Minister Yogi Adityanath for a copying-free board exam. . The guidelines also state that no girl examinee will be frisked by a male invigilator. Besides, women invigilators will be deployed at centres where girls are sitting for exams. The Delhi High Court Friday modified its order granting interim bail to expelled BJP leader Kuldeep Singh Sengar, serving life term for raping a minor in Uttar Pradesh's Unnao in 2017, by asking him to surrender after his daughter's tilak' ceremony and then be released again before her marriage. The court had earlier granted interim bail to Sengar for two weeks. The Supreme Court on Wednesday granted eight-week interim bail to Union minister Ajay Kumar Mishra's son Ashish in the 2021 Lakhimpur Kheri violence that had left eight people dead. A bench of Justices Surya Kant and J K Maheshwari directed that Ashish shall not stay either in Uttar Pradesh or in Delhi during the interim bail period. On October 3, 2021, eight people were killed in Lakhimpur Kheri district's Tikunia where violence erupted when farmers were protesting against the then deputy chief minister Keshav Prasad Maurya's visit to the area. According to the Uttar Pradesh Police FIR, four farmers were mowed down by an SUV in which Ashish was seated. Following the incident, the driver of the SUV and two BJP workers were allegedly lynched by angry farmers. A journalist also died in the violence. The Lucknow bench of the Allahabad High Court had on July 26 last year rejected the Ashish Mishra's bail plea. He had challenged the high court's order in the apex court.
