India's sugarcane arrears swell to Rs 160 billion in March

India's cane arrears have jumped by 10 per cent in March from previous month due to sugar mills' inability to pay farmers on sustained fall in sugar prices throughout this crushing season.The apex industry body the Indian Sugar Mills Association (ISMA) estimates total arrears at Rs 160-170 billion as of March-end as compared to an estimate of Rs 140-150 billion February end. ISMA, however, does not store cane arrears data on the financial year basis. The Union Minister of State for Food and Public Distribution C R Chaudhary in the Parliament, however, had said that sugar mills owe Rs 139.32 billion by January 31, 2018.Mounting cane arrears may prompt farmers to look for alternative crops for sowing in coming years. Farmers normally take decision for sowing of crop based on their realisation from last year. UP sugarcane arrears breach Rs 6,000 crore mark

Even as the incumbent Yogi Adityanath government in Uttar Pradesh has put virtually the state private sugar millers on notice to clear farmers' cane dues, the cumulative arrears have increased to Rs 4,269 crore for the current 2016-17 crushing season.For the previous 2015-16 crushing season, there is an additional arrear component of over Rs 184 crore on mills.On March 23, chief minister Adityanath had asked state mills to settle arrears within a month, while reviewing the payments situation with the UP chief secretary, cane commissioner and senior officials and warned of strict action against the defaulting units.In its 2017 UP election manifesto, the ruling Bharatiya Janata Party (BJP) had promised to ensure cane farmers' payments within the stipulated 14 days after purchase of cane at the factory gate.
