Govt permits exporters to ship raw sugar to US under TRQ till Dec 31

The government on Wednesday permitted the export of specified quantity of raw sugar to the US under the Tariff-Rate Quota (TRQ) till December-end this year. Earlier, it was permitted till September 30. "The validity for export of raw sugar to the US under TRQ has been extended from September 30, 2022 to December 31, 2022," the Directorate General of Foreign Trade (DGFT) said in a public notice. TRQ is a quota for a volume of exports that enters the US at relatively low tariffs. After the quota reaches its limit, a higher tariff is applicable to additional shipments. In May, the government permitted additional export of 2,051 metric tonne of raw sugar under the TRQ to the US for its fiscal year ending September 30, 2022. With this quantity, total sugar export to the US under TRQ during its fiscal year 2022 would be 10,475 MT. India's sugar exports rose 57 per cent to 109.8 lakh tonnes during 2021-22 marketing year ended September, resulting in foreign currency inflow worth about Rs 40,000 crore into the country, the government on Wednesday said. Sugarcane arrears to farmers stood at only Rs 6,000 crore at the end of 2021-22 marketing year (October-September) as mills have already paid Rs 1.12 lakh crore to farmers out to total payable amount of Rs 1.18 lakh crore. In 2021-22 marketing year, the food ministry said that "India has emerged as the world's largest producer and consumer of sugar as well as the world's 2nd largest exporter of sugar". A record of more than 5,000 lakh tonnes sugarcane was produced in the country during 2021-22, out of which about 3,574 lakh tonnes were crushed by sugar mills to produce about 394 lakh tones of sugar (sucrose). The government will soon announce export quota of sugar for next marketing year starting October, Food Secretary Sudhanshu Pandey said on Monday. He however did not disclose the quantity of sugar that will be allowed for export in 2022-23 marketing year. "We will soon announce the sugar export policy for next season," Pandey told reporters here on the sidelines of 82th AGM of Roller Flour Millers Federation of India (RFMFI). In May, the government had allowed exports of 100 lakh tonne of sugar, but later allowed another 12 lakh tonne. This took the total export quota for 2021-22 marketing year to 112 lakh tonne. India's sugar exports stood at 70 lakh tonne in 2020-21 marketing year, 59 lakh tonne in 2019-20 and 38 lakh tonne in 2018-19. ISMA demands permission to export 8 MT of sugar in 2022-23 marketing year

Sugar industry body ISMA has demanded that the government should allow exports of 80 lakh tonnes of sweetener in the 2022-23 marketing year starting October in view of surplus production. Indian Sugar Mills Association (ISMA) president Aditya Jhunjhunwala has written a letter to food and consumer affairs minister Piyush Goyal in this regard. In the current 2021-22 marketing year ending September, the government has allowed sugar exports of 112 lakh tonnes and mills are likely to ship the entire quantities. In May, the government had imposed restrictions on export of sugar beyond 100 lakh tonnes, but later allowed another 12 lakh tonnes of shipments, taking the total to 112 lakh tonnes for 2021-22.
