India will steer the celebration of International Millet Year 2023 and organise campaigns to promote the cultivation and consumption of nutri-cereals, Prime Minister Narendra Modi said. Sri Lanka will resume flights from the northern Jaffna peninsula to Chennai by next week, a senior minister has said, a move that will help the cash-strapped country's tourism sector and provide a fillip to its beleaguered economy. India logs 165 new Covid cases; active tally in country dips to 4,345

India logged 165 new coronavirus infections, while the active cases further declined to 4,345, according to the Union Health Ministry data updated on Tuesday. The total tally of Covid cases stands at 4.46 crore (4,46,73,783). The death toll has climbed to 5,30,633 with two reconciled by Kerala and one death reported from Delhi in the last 24 hours, the data updated at 8 am stated. The active cases comprise 0.01 per cent of the total infections, while the national COVID-19 recovery rate increased to 98.80 per cent, according to the ministry website. A decrease of 89 cases has been recorded in the active COVID-19 caseload in a span of 24 hours. The number of people who have recuperated from the disease surged to 4,41,38,805, while the case fatality rate was recorded at 1.19 per cent. States' capital spends up 2.2% in 1st half despite huge spike in revenues

Capital expenditure (capex) of 18 states has risen just 2.2 per cent in the first half of the current fiscal even as their combined revenue deficit has narrowed to more than one-fourth from the year-ago period, according to a report. This means that there has to be a massive 57 per cent increase in their capital outlays to meet their FY23 budgeted target, Icra Ratings said in an analysis on the available numbers from 18 of the largest states, which have budgeted for a combined capital outlay of Rs 6.2 lakh crore. But these states have collectively spent only Rs 1.59 lakh crore so far this fiscal, which is just about a growth of 2.2 per cent annualised. Revenue deficits of these 18 states have narrowed to a low Rs 30,000 crore in the first half of the current fiscal from Rs 1.3 lakh crore in the corresponding period in FY22. This revenue tailwind comes in spite of these states budgeting for a combined revenue deficit to Rs 1.4 lakh crore in FY23 from Rs 1.1 lakh crore in FY22. Desp
