With two tests of the state board-conducted Class 10 exams cancelled within a week following leak of question papers, Assam Education Minister Ranoj Pegu on Friday asserted that the entire examination system will be analysed and rectified. Admitting that there are lapses in the system, he said the Board of Secondary Education, Assam (SEBA) has to figure out where the problems are and take corrective measures. Investigations have revealed that the General Science question paper of class 10 state board examination in Assam were sold for up to Rs 3,000 on WhatsApp, Director-General of Police Gyanendra Pratap Singh said on Thursday. Speaking to reporters, Singh said WhatsApp's assistance was being sought to identify the origin of the leak of the question paper. "The investigation has revealed that the question paper of the General Science examination were sold for anything between Rs 100 and Rs 3,000. We have found that somewhere it was sold for Rs 100, somewhere for Rs 200-300, and it went up to Rs 3,000. Assistance is being sought from WhatsApp to identify the origin of the leak," he said. "I am happy with the investigation and the progress we made over the last three days. Hopefully, we will crack this case soon. We will send some more packets of the question paper from upper Assam to the CID headquarters for the purpose of the investigation," he added. The General Science question paper
Several students from various parts of Assam were on Wednesday brought to the CID headquarters here for questioning in connection with its investigation into the alleged leak of a question paper of the class 10 state board exam, an officer said. The number of arrests in the case remains at three, he said. "We have detained students, teachers and others across Assam. They have been brought to Guwahati for further questioning," the CID officer said. He, however, refused to share any further details. Gujarat Governor Acharya Devvrat has given his assent to a Bill brought by the state's BJP government in the ongoing Budget session to curb recruitment exam paper leaks which prescribes jail up to 10 years to those involved in such malpractices and may face fines of up to Rs 1 crore. The Gujarat Public Examination (Prevention of Unfair Means) Bill, 2023 was unanimously passed in the House on February 24, and Governor Devvrat has given his assent, Minister of State for Home Harsh Sanghavi said on Monday. As per provisions of the Bill, those involved in malpractices like exam paper leaks could be jailed for up to 10 years and may face fines of up to Rs 1 crore. The legislation is meant to punish those who either leak a question paper of a recruitment exam, procure a question paper in an unauthorised manner or solve such a paper illegally. The Bill says any candidate indulging in such activities will be punished with imprisonment up to three years, and shall also be liable for a fine
With the objective of curbing paper leaks in government recruitment exams, the Gujarat Legislative Assembly has unanimously passed a Bill that provides for up to 10 years in prison for such malpractices. As per the provisions of the bill, the accused shall also be liable for fine which shall not be less than Rs 10 lakh, which may extend to Rs 1 crore. Amid the opposition BJP's demand of a CBI inquiry into incidents of paper leak in Rajasthan, Chief Minister Ashok Gehlot on Tuesday asked if the saffron party was ready to order a probe into similar incidents in its party-ruled Madhya Pradesh. He said the recruitment of contractual staff nurses of the National Health Mission in Madhya Pradesh was cancelled due to paper leak. He said such incidents in Gujarat, Jammu and Kashmir and other states in the past few days are a matter of serious concern. The Gujarat government's competitive examination for the recruitment of junior clerks was cancelled hours before it was scheduled on Sunday over its question paper leak and police detained a suspect in this connection, the state panchayat exam board said. As many as 9.5 lakh candidates had registered for the exam for 1,181 posts which was to be held at 2,995 centres across the state. Based on a tip-off, police detained a suspect and recovered a copy of the question paper of the exam early Sunday morning, after which the Gujarat Panchayat Service Selection Board decided to "postpone" the exam in the wider interest of the candidates, the board said in a statement. Rajasthan Police chief Umesh Mishra on Saturday said that the police is considering booking cheating and paper leak gangs under National Security Act. The Director General of Police said that the records of those who facilitate cheating would be scrutinised and strict legal action would be taken against them. Mishra in a statement also said that an amendment allowing police to seize the property of criminals involved in cheating gangs has been suggested in the Prevention of Anti Social Activities Act-2018 (PASA). According to the PASA, a person can be detained for a period of up to one year without any public disclosure. He said that the state Police is ready to conduct recruitment exams in a clean and fair manner. Rajasthan Chief Minister Ashok Gehlot on Saturday said the leak of teacher recruitment exam paper was unfortunate and promised a strict action against the culprits. Gehlot said that Rajasthan is the only state in the country which has taken prompt and strict action in such matters. The new date for the Saturday paper will be released soon, he said. At least 44 people, including 37 students and seven experts, were arrested in Rajasthan's Udaipur district in connection with the paper leak a few hours before the 2nd grade teacher recruitment examination was to begin across the state on Saturday, police said. Nearly seven lakh candidates on Sunday appeared in the TET examination conducted by the WBBPE to fill up around 11,000 vacancies for primary teacher posts in West Bengal government-sponsored and aided schools. The West Bengal Board of Primary Education Board (WBBPE) conducted the Teachers' Eligibility Test (TET) examination after a gap of five years in 1,460 examination centres across the state amid tight security arrangements, officials said. West Bengal Education minister Bratya Basu on Sunday denied there has been any question paper leak in the TET examination and alleged "some people" wanted to disrupt the examination process to discredit the Mamata Banerjee government by circulating fake question papers on WhatsApp. Basu told reporters that he was satisfied the exams could be conducted smoothly despite attempts by "some people" to derail the process and give a bad name to the Mamata Banerjee government. The West Bengal government on Tuesday ordered a probe by state Criminal Investigation Department (CID) into the alleged Diploma in Elementary Education (DElEd) paper leak, a senior official said. "The CID has been asked to probe the DElEd paper leak and file the report quickly," the official told PTI. Allegations were levelled that the paper was leaked around an hour-and-a-half before the examination started on Monday.
There have been at least 22 paper leaks in the state in the past seven years, the Congress claimed on Friday, accusing the BJP government of playing with the future of youths in the state it is ruling for 27 years.
