Punjab Chief Minister Bhagwant Mann on Thursday said he has formed a committee under the chief secretary to look at alternative crops that require less water compared to paddy. Mann said sowing of the paddy crop over the years has led to several problems including depletion of underground water table and issues related to stubble burning. He said he has formed a committee under the chief secretary which will meet farmers in different villages and see which crops consume less water and bring more income to farmers as a replacement of paddy. The committee will submit the report to him, he said in a video message. The CM said his government was taking steps to promote basmati, cotton, moong and pulses. He said his government wanted to increase the area under the cotton crop. The CM said from April 1, canal water will be made available for irrigating cotton crop up to tail ends. Procurement of wheat and paddy in quantity and value terms has risen significantly in the last eight years, on account of a hike in the minimum support price (MSP) and purchases made from more states, a senior food ministry official said on Tuesday. The number of farmers covered under the MSP operations has also increased because of the higher quantity of wheat and paddy procurement by the Food Corporation of India (FCI), the nodal agency for the procurement and distribution of foodgrains. "The central procurement of wheat and paddy has increased substantially between the 2013-14 and 2021-22 marketing seasons. The procurement has become broad-based and we are purchasing grains from more states now. MSP has increased significantly," said Subodh Singh, additional secretary in the food ministry. The government's paddy procurement for the central pool rose 9.58 per cent to 541.90 lakh tonne so far in the ongoing 2022-23 kharif marketing season, according to the food ministry data. Punjab, Chhattisgarh, Haryana and Telangana were the top contributors to the central pool. Normally, paddy procurement begins from October. However, in southern states, especially in Kerala and Tamil Nadu, it begins from September. The actual procurement stood at record 759.32 lakh tonne in the previous kharif marketing season. About 110 lakh metric tonnes (MT) of paddy is estimated to be procured at the minimum support price (MSP) in the ongoing kharif marketing season from farmers in Chhattisgarh, a government official said on Monday. Last year, around 98 lakh MT of paddy was purchased from cultivators in the state. The paddy procurement drive will begin on November 1, Chhattisgarh's statehood day, and conclude on January 31 next year. All preparations are in full swing to start purchase of paddy and so far over 25 lakh farmers have registered, 95,000 of them new registrations, themselves to sell their produce at designated centres, he said. Registrations of farmers who were enrolled last year were carry forward this year, the official added. About 110 lakh metric tonnes of paddy is estimated to be procured in this kharif marketing season for which 5.50 lakh bundles of jute gunny bags will be required, he said.
