Union Minister of State (Independent Charge) for Science and Technology Jitendra Singh on Thursday launched a 'Capacity Building Programme for Senior Scientists in Effective Leadership and Creativity' at the Administrative Staff College of India (ASCI) here. The initiative is being organised in collaboration with the Capacity Building Commission (CBC), ASCI said. The programme aims to impart creative thinking skills to participating scientists, enabling them to develop competencies necessary for effective leadership, it said. This, in turn, will enable scientific establishments to operate more effectively in today's competitive environment, the college stated. Adil Zainulbhai, Chairman CBC; ASCI Chairman and former Union Home Secretary K Padmanabhaiah and several other dignitaries were present on the occasion.

India has only 255 researchers per million people and state governments will have to ensure funding for research and development for the country to remain competitive in the sector, Principal Scientific Adviser Ajay Kumar Sood said. As Prime Minister Narendra Modi urged the scientific community to link research to economic growth, Sood said the share of state governments in the national research and development expenditure was just 6.4 per cent. The central government's share was 45.4 per cent, while the industry contributed 36.8 per cent of the Rs 45,000 crore spent by India on research and development, he said on the sidelines of the Indian Science Congress here. Sood said that India ranked 75th on the Global Knowledge Index 2020 (GKI) of 138 countries and had a GKI score of 44.4, which was on the lower side of the global average of 46.7. ISRO has successfully launched 177 foreign satellites during the last five years, Science and Technology Minister Jitendra Singh said on Thursday. In a written reply in Rajya Sabha, Singh said the forex generated through the launch of these foreign satellites was approximately USD 94 million and Euros 46 million. From January 2018 to November 2022, the Indian Space Research Organisation has successfully launched 177 foreign satellites belonging to countries such as Australia, Brazil, Canada, Finland, France, Israel, Italy, Japan, Luxembourg, Malaysia, Netherlands, Republic of Korea, Singapore, Spain, Switzerland, United Kingdom and USA, on-board PSLV and GSLV-MkIII launchers under commercial agreement, he said. The Ministry of Science and Technology has been allocated Rs 14,217 crore in the Union Budget 2022-23, a 3.9 per cent decrease from last fiscal. The ministry has three departments Department of Science and Technology (DST), Department of Biotechnology and Department of Scientific and Industrial Research (DSIR). An amount of Rs 6,000 crore has been allocated to the Department of Science and Technology, Rs 2,581 crore to the Department of Biotechnology and Rs 5,636 crore have been allocated to the Department of Scientific and Industrial Research. All these departments played a key role in combating the COVID-19 pandemic in the country. The Central Sector Schemes under the Department of Science and Technology were allocated Rs 2,894 crore, a drop from Rs 2,915 crore in 2021-22. A UV-C disinfection technology meant for mitigation of airborne transmission of SARS-COV-2 will be installed in the Central Hall, Lok Sabha Chamber and Committee Rooms 62 and 63 during the monsoon session of Parliament, Science and Technology Minister Jitendra Singh said on Tuesday. The technology has been developed by the Central Scientific Instruments Organisation (CSIO) under the Council of Scientific and Industrial Research (CSIR), affiliated to the Union Ministry of Science & Technology, an official statement said. "The minister later informed that, to begin with, the technology meant for mitigation of airborne transmission of SARS-COV-2 will be installed in the Central Hall, Lok Sabha Chamber and Committee Rooms 62 and 63," it said. Singh, however, cautioned that even after installation of this disinfection technology, everybody is advised to strictly adhere to COVID-appropriate behaviour, including use of face mask, maintaining social distance and avoiding crowds.
