Due to divergence of opinion amongst the various stakeholders, there is no proposal "at this juncture" to bring an All-India Judicial Service to select judges of lower courts, the government said in Lok Sabha on Friday. The government has been pushing for an all-India judicial service on the lines of IAS and IPS to select judges or judicial officers for subordinate courts. "In view of the existing divergence of opinion amongst stakeholders, there is no such proposal of All India Judicial Service at this juncture," Law Minister Kiren Rijiju said in a written reply. According to the government, "a properly framed" All India Judicial Service is important to strengthen the overall justice delivery system. "This will give an opportunity for induction of suitably qualified fresh legal talent selected through a proper all-India merit selection system as well as address the issue of social inclusion by enabling suitable representation to marginalised and deprived sections of society," the
A special court here on Thursday sent an Indian Administrative Service (IAS) officer and two others, including a businessman, to 14-day judicial custody in a money laundering case linked to alleged extortion of money from coal and mining transporters in Chhattisgarh. IAS officer Sameer Vishnoi, businessman Sunil Agrawal and advocate Laxmikant Tiwari were arrested by the Enforcement Directorate (ED) on October 13 following their questioning after the agency launched multi-city raids in the state on October 11. The accused were produced before the court of additional district and sessions judge Ajay Singh Rajput on Thursday on expiry of their ED custody, Tiwari's lawyer Faizal Rizvi said. He said the court sent them to 14-day judicial custody and they will be kept in jail. On October 13, the court had allowed custodial interrogation of the trio by the ED for eight days and on October 21 extended their remand for six more days. Senior IAS officers Sunil Barthwal and Vivek Bharadwaj have been named as the Commerce and Mines Secretary, respectively, as part of a top-level bureaucratic reshuffle effected on Thursday. Barthwal, a 1989-batch Indian Administrative Service (IAS) officer of Bihar cadre, is currently Secretary, Ministry of Labour & Employment. He has been appointed as Officer on Special Duty in the Department of Commerce with immediate effect, an order issued by the Personnel Ministry said. Barthwal will take over as the Commerce Secretary succeeding B V R Subrahmanyam, who superannuates on September 30, it said. In a bureaucratic reshuffle, a dozen IAS officers were shifted between departments on Friday, hours after a CBI raid at Deputy Chief Minister Manish Sisodia's residence in connection with the Delhi Excise Policy. According to a transfer posting order issued by the services department of the Delhi government, those transferred include special secretary of health and family welfare Udit Prakash Rai, a 2007 batch IAS officer of AGMUT cadre. Union Home Secretary Ajay Kumar Bhalla was on Friday given one-year extension in service till August 22, 2023, a Personnel Ministry order said. This is his third extension in the post. Bhalla, a 1984-batch Indian Administrative Service (IAS) officer of the Assam-Meghalaya cadre, was appointed as the Home Secretary in August 2019. He was to retire in November 2020 after attaining 60 years of age. His tenure was first extended on October 17, 2020 till August 22, 2021. Bhalla's tenure was extended by one more year on August 12 last year and was to end on Monday.
