Haryana Chief Minister Manohar Lal Khattar on Wednesday asserted that the e-tendering system started by his government in Panchayati Raj Institutions is to bring more transparency in development works. He said transparency in all spheres of governance is part of his government's policy of zero-tolerance towards corruption. "With this system, we have empowered urban local bodies and Panchayati Raj Institutions (PRIs). The duty of panchayats is to ensure smooth execution of development work, while providing timely funds for the same is our job," Khattar said. Seventeen percent of the voters exercised their franchise in the first three hours of polling on Friday to elect sarpanches and panches of gram panchayats in four districts of Haryana in the final phase of panchayat polls, officials said. Polling began at 7 am and will continue till 6 pm in the four districts of Faridabad, Fatehabad, Hisar and Palwal. Voting is being held to elect 929 sarpanches and 10,362 panches in 25 blocks of the four districts. State Election Commissioner Dhanpat Singh said foolproof security measures have been put in place to ensure smooth and peaceful polling. He said additional police force has been deployed in sensitive and hypersensitive polling booths. Arrangements had been made well in advance so that Persons With Disabilities do not face any inconvenience at all the polling booths, he further said. Nearly 80 per cent polling was recorded in the second-phase panchayat elections in nine districts of Haryana on Saturday. The polling was held for the post of 2,683 sarpanches and 25,655 panches in 57 blocks of Ambala, Charkhi Dadri, Gurugram, Karnal, Kurukshetra, Rewari, Rohtak, Sirsa and Sonipat districts. The voting was held between 7 am and 6 pm, officials said. Men, women and the elderly queued up at polling booths in these districts to cast their votes. Around 79 per cent polling was recorded in these nine districts, according to data compiled by the Haryana State Election Commission. In Karnal, there was a report of two rival groups clashing at Fatehgarh village in Nissing block and three persons sustained injuries in the incident. Over 69 per cent voter turnout was recorded on Wednesday in the polling to elect members of zila parishad and panchayat samitis in nine districts of Haryana in the second phase of the panchayat polls, officials said here. Haryana State Election Commissioner Dhanpat Singh said polling was held peacefully. Voting for 1,244 panchayat samiti members and 158 zila parishad members in 57 blocks of nine districts -- Ambala, Charkhi Dadri, Gurugram, Karnal, Kurukshetra, Rewari, Rohtak, Sirsa, and Sonipat -- began at 7 am and continued till 6 pm. There were 48,67,132 eligible voters in the second phase. In a statement, Singh said, "33,44,672 voters exercised their voting rights till 7.30 pm, which is 69.1 per cent of the total voters of these nine districts." A high turnout of more than 80 per cent was recorded in the election for panches and sarpanches in nine Haryana districts in the first of the three-phase voting on Wednesday. "Barring a stray incident, polling remained peaceful," Haryana State Election Commissioner Dhanpat Singh told PTI. According to the figures of the Haryana State Election Commission available at 10 pm, 81.4 per cent voting was recorded in the nine districts. The polling was held between 7 am and 6 pm in the districts of Bhiwani, Jhajjar, Jind, Kaithal, Mahendragarh, Nuh, Panchkula, Panipat and Yamunanagar. The first of the three-phase polling to elect panches and sarpanches in nine Haryana districts saw 72.4 per cent people casting their votes by early evening and the number is expected to go up, officials said. The polling is held in Bhiwani, Jhajjar, Jind, Kaithal, Mahendragarh, Nuh, Panchkula, Panipat and Yamunanagar. There are 49 lakh voters altogether in these districts, they said. Stray incidents were reported from Nuh and Jhajjar districts. In Nuh, stone pelting was reported between rival groups in two villages, though police said these incidents did not occur at the polling booth and that the poll process remained unaffected. Aam Aadmi Party leader and Delhi Chief Minister Arvind Kejriwal's roadshow in Haryana's Adampur on Monday for the upcoming bypolls has been cancelled in view of the Morbi bridge collapse in Gujarat, a senior party leader said. Kejriwal was to take out a roadshow in Adampur, a day before the campaigning ends for the November 3 bypolls there. Haryana State Backward Classes Commission on Tuesday submitted its report related to reservation for the backward class people in the upcoming elections to panchayati raj institutions. The report has been prepared on the basis of suggestions collected from people across the state.
