Delhi LG V K Saxena has approved the operation of 55 more e-commerce and retail outlets round-the-clock in the national capital, months after he gave a nod to over 300 establishments to operate 24x7, Raj Niwas officials said on Monday. The proposal, given by the Labour Department and endorsed by Chief Minister Arvind Kejriwal, was made to exempt another 55 establishments from Sections 14, 15 and 16 of the Delhi Shops and Establishments Act, 1954. These 55 outlets situated at various locations in Delhi include e-commerce, retail garments and accessories outlets. Uttar Pradesh Governor Anandiben Patel on Thursday gave assent to an ordinance to amend the Municipal Corporation Act and Nagar Palika Act, in a step ahead for holding the urban local body polls with the provision of reserving seats for Other Backward Classes (OBCs). UP Cabinet approved the ordinance during a meeting chaired by Chief Minister Yogi Adityanath on Wednesday. A senior official told PTI that the governor has given her assent to the ordinance. The official added that the amendment to the Municipal Corporation and Nagar Palika Act was necessary after the recommendations of a dedicated commission constituted to look into the backwardness of areas in the state for reservation. Amid increasing confrontation between governors and chief ministers in non-BJP ruled states, Goa Governor P S Sreedharan Pillai has suggested that both sides should respect their Lakshmana rekha' to avoid any conflict. There is a Lakshmana rekha within which each pillar of democracy should function. Once that line is crossed, the Constitution does not have any remedy for that, Pillai said. The discussions which took place in the Constituent Assembly go on to show that its members never expected a situation in which the three pillars - legislative, executive and judiciary - of democracy would come on a confrontational course, he told PTI over phone. Punjab Chief Minister Bhagwant Mann Monday accused BJP leaders, including former chief minister Amarinder Singh, of demanding "governor's rule" in the state and said that people know that these leaders have always been "anti-Punjab". The Mann-led AAP government has been under fire from the opposition which has been alleging a deteriorating law-and-order situation in the state. Gulab Chand Kataria was sworn in as the 31st governor of Assam on Wednesday. Kataria was administered the oath of office and secrecy by Gauhati High Court's Chief Justice Sandeep Mehta at a brief ceremony at the Srimanta Sankardeva Kalakshetra here. Kataria, who was a senior BJP leader, succeeded Jagadish Mukhi who demitted office on Sunday after completing his term. The swearing-in ceremony was attended by Chief Minister Himanta Biswa Sarma, his cabinet colleagues, senior officials of the state government, and BJP leaders. Kataria arrived with his wife Anita here on Tuesday, and they were accorded a warm welcome by state ministers, government officials and Raj Bhavan officials. Kataria, 78, was the home minister of Rajasthan in the Vasundhara Raje government. He was the leader of the opposition in the Rajasthan assembly prior to his appointment as the governor of Assam.
The Uttar Pradesh legislature's budget session started on a stormy note on Monday with opposition Samajwadi Party disrupting Governor Anandiben Patel's address with "Rajyapal wapas jao" slogans. The governor continued her speech amid the rancorous slogan-shouting, and said the state government is moving on the path of good governance, security and development. An environment of peace and harmony is being ensured with the policy of zero-tolerance towards crime and corruption, she said. The University Grants Commission (UGC) has written to all governors and chief ministers requesting them to encourage teaching and learning, and production of textbooks in mother tongue in their Higher Education Institutions (HEIs), according to chairman M Jagadesh Kumar. "Teaching through Indian languages is a key area of focus of the National Education Policy 2020. The policy emphasises the importance of teaching and teaching materials in the mother tongue. It is heartening to note that textbooks in the mother tongue and local languages are promoted and used by higher education institutions in our country," Kumar said. "Teaching is also being imparted in the mother tongue and local language in many college and university undergraduate programmes in social sciences, commerce, science. This has benefited students from all strata of our society, particularly the disadvantaged sections and those residing in rural and remote areas," he added. Kumar noted that it is a matter of concern .

The Maharashtra cabinet on Tuesday passed a resolution praising outgoing Governor Bhagat Singh Koshyari. The cabinet led by Chief Minister Eknath Shinde passed a resolution congratulating Koshyari for guiding the government take decisions in the state's interest, an official release said. Koshyari, who had come under fire over controversial remarks about Chhatrapati Shivaji Maharaj and some other iconic figures from Maharashtra, resigned last week. While opposition leaders including Sharad Pawar and Uddhav Thackeray welcomed his exit, the ruling Bharatiya Janata Party (BJP) in the state defended him, saying some of his comments were misconstrued.
