The Electricity Amendment Bill 2022 tabled in Parliament in August will benefit private players and hurt common citizens, a senior functionary of an employees' outfit said on Saturday. Mohan Sharma, national general secretary of All India Federation of Electricity Employees, said the Bill will stop power subsidy to famers and common consumers. "While private companies will supply electricity to commercial consumers, the government distribution companies will suffer losses by providing subsidised electricity to farmers and common consumers. As a result, state-run power firms will become loss-making companies," he claimed. The Bill, which was introduced in the Lok Sabha on August 8, was referred for scrutiny to the Parliamentary Standing Committee on Energy on the same day. A few days ago, Union Power Minister RK Singh had told PTI "we hope we will be able to bring the Electricity Amendment Bill 2022 for consideration and passage in the Winter Session of Parliament".

The AAP government in Punjab has fulfilled its promise of providing 300 units of free electricity per month and as such 25 lakh domestic consumers have received zero bills, state Power Minister Harbhajan Singh said Saturday. In a statement, he claimed this was the first time a government is fulfilling its election promises in the initial year itself. Otherwise, previous governments have been fulfilling election promises only in the last year of their tenure, Singh claimed. The minister said of the total 72 lakh domestic consumers, bills were sent to 42 lakh out of which, 25 lakh have received zero electricity bills, he stated. The bills are for the July-August bi-monthly billing cycle. The power minister also said that due to the two-month billing circle with the waiver, consumers are getting 600 units of free electricity, which is more than the requirement of every normal household. The Delhi government will soon release a phone number that will facilitate the city residents to select whether or not they want to keep availing the free electricity scheme from October 1. Deputy Chief Minister Manish Sisodia, who also holds the power portfolio, chaired a meeting on Saturday with senior officials of the power department, discoms and other departments concerned. "We have decided to simplify the procedure for opting-in for power subsidy. We will soon release a phone number where consumers can drop a missed call or WhatsApp to register their choice for the power subsidy. Delhiites will also have the convenience of opting in through a QR (Quick Response) code on the bill or by visiting the discom centre, besides filling a form attached to the bill," he said. Nearly 47,11,176 (more than 47 lakh) families are taking benefit of the power subsidy at present. Assam Chief Minister Himanta Biswa Sarma on Saturday said his government will provide an additional amount of Rs 250 to economically-weak families to help them pay their monthly electricity bills. The fixed additional amount will be given from October to beneficiaries of the 'Orunodoi' scheme, a flagship programme of the state government that currently covers nearly 20 lakh families, he said. The government provides monthly monetary assistance of Rs 1,000 to the beneficiaries under the programme. Launching 'Orunodoi Month', Sarma said, "From October, the Orunodoi beneficiaries will get Rs 1,250 monthly. The additional Rs 250 will be provided to pay their electricity bills. He said the government could have paid the amount directly to the power corporation but it "wants to instil responsibility among the people to make the payment themselves". The cost of electricity in Delhi has increased with hike in power purchase adjustment cost (PPAC), imposed by discoms on consumers, by 4 per cent from mid June, official sources said on Sunday. A power department official said the hike was made by the power distribution companies (discoms) after approval by the Delhi Electricity Regulatory Commission(DERC) due to increase in prices of fuel like coal and gas. No immediate reaction of DERC was available. The PPAC is a surcharge to compensate the discoms for variations in the market-driven fuel costs. It is applied as a surcharge on total energy cost and fixed charge component of an electricity bill, officials said.
