The PM-Ayushman Bharat Health infrastructure Mission (PM-ABHIM) has turned out to be a major laggard in the financial year 2022-23 based on the expenditure of the fund allocated to the scheme, a parliamentary committee has observed. In its 144th report tabled in the Lok Sabha on Monday, the Department Related Parliamentary Standing Committee on Health and Family Welfare highlighted that the department has been able to utilise just about 20 per cent of its budget estimates allocation. It said 2021-22 is the second year of the implementation of the PM-ABHIM scheme. "Considering that the scheme has a fixed timeline for completion, the committee is surprised that the activities under the scheme have not moved beyond nascent stages of implementation," the report said. The committee in its report stated that the scheme was allocated Rs 690.00 crore in budget estimates 2022-23, which was reduced to Rs 378.27 crore in the revised estimated 2023-24. Health Minister Mansukh Mandaviya on Sunday said the Union government's flagship programme the Ayushman Bharat Health and Wellness Centres cannot be converted to any other scheme by state governments. Earlier, the Union Health Ministry had said the Punjab government was converting Ayushman Bharat Health and Wellness Centres (AB-HWC) into 'Mohalla Clinics', a pet project of the ruling Aam Aadmi Party, and had warned of stopping the funds for the scheme. The AB-HWC is formulated with a 60:40 contribution ratio by the Centre and the state. Over 25 crore health records of individuals have been linked digitally to Ayushman Bharat Health Account under the National Health Authority's flagship scheme Ayushman Bharat Digital Mission. These records can be easily accessed and managed by people using any of the Ayushman Bharat Digital Mission (ABDM) enabled health applications. The digitally available health records will enable the Ayushman Bharat Health Account (ABHA) holders in availing paper-less health services across the ABDM network, a statement by the National Health Authority (NHA) said on Tuesday. The government's Ayushman Bharat and Jan Aushadhi schemes have helped the poor in the country with the two initiatives alone providing assistance to the tune of Rs 1 lakh crore, President Droupadi Murmu said on Tuesday. In her first address to the joint sitting of Parliament as the Budget session began, she noted that the government has been working to empower the poor and eradicate poverty. "Poverty eradication is no longer just a slogan. Now my government is working towards empowering the poor by providing a permanent addressal to their concerns," she stated. Union Health Minister Mansukh Mandaviya on Saturday urged the Odisha government to implement the Ayushman Bharat health insurance scheme in the state so that beneficiaries can avail benefits of cashless hospitalisation. Speaking to the media after participating in the 4th annual convocation of AIIMS Bhubaneswar, he said the Health Ministry has also written to the state government in this regard. The Ayushman Bharat Pradhan Mantri Jan Arogya Yojna (PM-JAY) aims to achieve the target of universal health coverage and provide access to free and affordable healthcare services to the people residing in the remotest of the areas. The scheme aims to provide free and cashless healthcare services up to Rs 5 lakh per family per year to over 10.74 crore poor and vulnerable families (over 53 crore beneficiaries) as per the Socio-Economic Caste Census (SECC)-2011 database. The AB-PMJAY is implemented in all states and Union territories barring West Bengal, NCT of Delhi and Odisha.

Till December 14, 4.21 crore hospital admissions worth Rs 49,468.60 crore had been authorised under the Ayushman Bharat Pradhan Mantri Jan Arogya Yojana, Minister of State for Health Bharati Pravin Pawar said on Tuesday. Union Health Minister Mansukh Mandaviya on Friday said more than 1,500 private hospitals have been empanelled under the Ayushman Bharat scheme in the last one year. The scheme is reviewed every month and out-of-pocket expenditure of patients under the scheme has come down, Mandaviya said, replying to a question in Lok Sabha. Under the scheme launched in 2018, the government provides health security cover to 10 crore families or 50 crore people of India. Today, 4.5 crore needy people have been empanelled under the scheme, the minister said. The All India Institute of Medical Sciences has decided to promote the use of Ayushman Bharat Health Account (ABHA) ID for Out-Patient Department registration of new and follow-up cases. According to an office memorandum issued on November 15 this will entail adoption of 'scan and share QR code' solution of the National Health Authority in all OPDs at AllMS so as to facilitate quick registration and provide a registration queue number to the patient on arrival.
