The Supreme Court on Friday held as bad in law its 2011 verdicts that ruled that mere membership of a banned organisation will not make a person criminal unless he resorts to violence or incites people to violence. A bench of Justices MR Shah, CT Ravikumar and Sanjay Karol, while deciding a reference made by a two-judge bench, held that mere membership of banned organisation will make a person criminal and liable to be prosecuted under provisions of UAPA. The bench said the subsequent decisions passed by high courts pursuant to its two-judge verdicts in 2011 on membership of banned outfits are bad in law and overruled. While allowing petitions of the Centre and the Assam government seeking review of the apex court's 2011 verdicts on membership of banned outfits, the court said the Union government was required to be heard when a provision enacted by Parliament is read down. The Uttarakhand High Court on Tuesday ordered strict action against all those who created violence during an agitation in Dehradun by unemployed youths against recruitment examination paper leaks. "It appears that the mob agitating against paper leak resorted to violence. No matter what the issue, it cannot be used as an excuse to resort to violence, destroy public property, or create public nuisance," a division bench of the high court comprising Chief Justice Vipin Sanghi and Justice Alok Kumar Verma observed. Assam lifts travel restrictions to Meghalaya, 6 days after border violence

Assam on Sunday lifted travel restrictions to Meghalaya, six days after being imposed in the aftermath of violence in a disputed area along the inter-state border, police said. Vehicles from Assam are now allowed to enter Meghalaya, a senior police officer said. "Wherever necessary, vehicles are being escorted. In other vulnerable areas, police patrolling has been provided," he said. An advisory was issued by the Assam Police, asking people to avoid travelling to the neighbouring state following the incident on Tuesday. The Centre is set to roll out a nationwide campaign on Friday to sensitise women, especially in rural areas, about gender-based violence and make them aware of various institutional mechanisms available to help them.
