UP Budget session starts on stormy note; Guv addresses amid Oppn protest

The Uttar Pradesh legislature's budget session started on a stormy note on Monday with opposition Samajwadi Party disrupting Governor Anandiben Patel's address with "Rajyapal wapas jao" slogans. The governor continued her speech amid the rancorous slogan-shouting, and said the state government is moving on the path of good governance, security and development. An environment of peace and harmony is being ensured with the policy of zero-tolerance towards crime and corruption, she said. In her speech that lasted a little over an hour, she referred to the recent Global Investors Summit in Lucknow and various other achievements of the state government, welcomed by members of the ruling party, including Chief Minister Yogi Adityanath, by thumping of the table. The Samajwadi Party protest was also backed by RLD, Congress and BSP members who stood in their place as the government read out the speech. Scholarships worth Rs 75 cr misappropriated by institutes in UP: ED

The Enforcement Directorate (ED) has found that some educational institutes in Uttar Pradesh allegedly misappropriated scholarship funds worth Rs 75 crore meant for economically weaker, minority category and differently-abled students. The federal probe agency carried out searches at 22 locations in six districts of Uttar Pradesh on February 16 in a money laundering case linked to "fraudulent" availment of post-matriculation scholarships by various educational institutions of the state. The money laundering case stems from a 2017 complaint of the state vigilance bureau. In a statement issued on Friday, the ED said that the institutions under its scanner include S S Institute of Management, Mampur, Lucknow; Hygia College of Pharmacy, Lucknow; Hygia Institute of Pharmacy/Central Institute of Pharmacy, Lucknow; Lucknow Institute of Management and Education, Lucknow; and Dr Om Prakash Gupta Institute of Management and Technology, Farrukhabad. Mamata questions lack of central team in UP to probe mother-daughter death

West Bengal Chief Minister Mamata Banerjee on Friday sought to know why a central team was not sent to probe the death of a mother-daughter duo in BJP-ruled Uttar Pradesh during an eviction drive. The duo died allegedly due to self-immolation during an anti-encroachment drive in Kanpur's Dehat district on February 13. Banerjee claimed that the drive in UP was being conducted to evict "poor" people. "But no probe is instituted in such cases; why was no central team sent there?" she asked, while speaking at a programme in Bankura. She asserted that her government gives land rights to the poor to ensure their safety. Banerjee and her party TMC have been vocal about central teams being sent to West Bengal on various issues, with the most recent ones being on mid-day meal distribution and MNREGA implementation in the state. Rs 5,000 fine on vehicles not having high-security number plate in Noida

Starting Friday, private vehicles registered in Noida and Gautam Buddh Nagar but not having a high-security registration plate (HSRP) will be penalised Rs 5,000 as per law, police said on Thursday. According to officials, the HSRP was introduced by the central government and vide a notification in December 2018 made mandatory on commercial and non-commercial vehicles manufactured or registered after April 1, 2019. A deadline was also set for the implementation of the HSRP, ending on February 15, 2023, they said. The time period provided for installing high-security registration plates on vehicles was February 15 and it has ended now. Accordingly, the Gautam Buddh Nagar Traffic police and the local police at thana levels will start a campaign to take action against vehicles not having HSRP, holding them liable for faulty number plates, Deputy Commissioner of Police (Traffic) Anil Yadav said.
