India will be the first country to auction spectrum for satellite communication, and it should be designed to attract investments in the sector, telecom regulator Trai chairman PD Vaghela said on Tuesday. Telecom regulator Trai will issue a public consultation paper to discuss regulations for internet-based calling, messaging and entertainment apps in December, a senior official said on Wednesday. The Department of Telecommunications has sought recommendations of the Telecom Regulatory Authority of India (Trai) to set up a legal framework for the over-the-top (OTT) apps that provide calling and messaging services. "Trai officials will make presentation on OTT on November 25, after which issues for discussion will be framed and a consultation paper will be issued for the same next month," a senior Trai official told PTI. Under the new telecommunication bill, the government has proposed to place OTT apps that provide calling and messaging service as telecom services company. The telecom bill proposes OTT players also to comply with 'Know Your Customer' rules and facilitate lawful interception.

The new telecom bill is expected to be in place in 6-10 months but the government is not in a hurry, communications minister Ashwini Vaishnaw said on Friday. "Basis consultation process, we will create final draft. That draft will then go through committee processes of Parliament. Then it has to go (to) Parliament. I see a timeline of 6-10 months but we are not in a hurry," Vaishnaw said when asked about a timeline for implementation of the final bill. The Department of Telecommunications has set the deadline of October 20 on the draft bill. The bill seeks to replace three laws: the Indian Telegraph Act, 1885, the Indian Wireless Telegraphy Act, 1933 and the Telegraph Wires (Unlawful Possession) Act, 1950.
