Oppn creates ruckus in Parliament, accuses govt of shameless conduct

Opposition today accused the government of "shameless conduct" by refusing to mourn the death of over 100 persons due to hardships caused by demonetisation, as opposition and treasury benches clashed in Rajya Sabha forcing its adjournment minuters after it met for the day. BJP members shouted slogans seeking resumption of discussion on the issue as Leader of the Opposition Ghulam Nabi Azad got up to speak. Opposition benches did the same when Leader of the House and Finance Minister Arun Jaitley sought to reply to him. Chairman Hamid Ansari tried to bring order in the House but with both sides refusing to budge, he adjourned the proceedings till noon. No sooner were the listed papers laid, Sukhendu Sekhar Roy (TMC) said 115 persons have lost their lives in 30 days since Prime Minister Narendra Modi announced junking of old 500 and 1000 rupee notes. Afraid of judges?

The Rajya Sabha on Tuesday took up a discussion on a calling attention motion on the "situation arising out of impasse in the appointment of judges in high courts and the Supreme Court". Congress member Rajiv Shukla's intervention caused much mirth among members. Shukla, in a jibe at Law Minister Ravi Shankar Prasad, said the government was scared of the judiciary and that happened when a government appointed a lawyer as its law minister. He said such ministers were afraid of judges since they would eventually have to take up cases in the courts of these judges. Congress member Jairam Ramesh and Bahujan Samaj Party's Satish Chandra Mishra said the issue between Prasad and Shukla was of domestic conflict of interest. Shukla is married to Prasad's sister and journalist Anuradha Prasad.

No business in Rajya Sabha

The Rajya Sabha could transact little business on Monday. Congress members forced repeated adjournments in the post-lunch session. They were livid that on Friday the ruling coalition had scuttled a private member's Bill, moved by a party leader, demanding special status for Andhra Pradesh. It accused the Bharatiya Janata Party (BJP) and ally Shiromani Akali Dal (SAD) of exploiting the issue of Aam Aadmi Party Lok Sabha member Bhagwant Mann's purported security breach to not allow Rajya Sabha to function on Friday. In retaliation, the Congress wanted the House to be adjourned for the day but Deputy Chairman PJ Kurien would not relent. When the House reassembled at 3pm, Congress MP Jairam Ramesh stood up and pointed out that on Friday, when the BJP and SAD members had protested, Kurien had adjourned the House for the day. Kurien finally adjourned the proceedings for the day.

Rajya Sabha passes Bill banning employment of children below 14

Rajya Sabha today passed a bill which prohibits employment of children below 14 years in all occupations or processes except where the child helps his family, with the provision for imprisonment up to two years for any violation. 'The Child Labour (Prohibition and Regulation) Amendment Bill' makes employment of children below 14 years as cognizable offence for employers and provides for penalty for parents. The Bill, which was almost unanimously passed by voice vote, defines children between 14-18 years as adolescents and lays down that they should not be employed in any hazardous occupations and processes. It provides for enhanced punishment for violators. The penalty for employing a child has been increased to imprisonment between 6 months and two years (from 3 months to one year) or a fine of Rs 20,000 to Rs 50,000 (from Rs 10,000-20,000) or both. 45 Bills pending in Rajya Sabha

Forty-five bills are pending in the Rajya Sabha, some of these introduced around 30 years ago, while the Lok Sabha is yet to dispose of five bills at the end of last session of Parliament in May. The bills pending in Rajya Sabha include the contentious Constitution (One Hundred and Twenty-second Amendment) Bill, 2014, known as the GST Bill, which was moved in the Upper House in August last year after being passed by Lok Sabha. Another key bill is the Whistle Blowers Protection (Amendment) Bill, 2015, which was moved in December last year but the discussion on it remained inconclusive. In the Budget and Monsoon sessions this year, this bill could not be taken up. In the Lok Sabha, important bills pending include the Consumer Protection Bill 2015 and the Benami Transactions (Prohibition) Amendment Bill, 2015.
