Parl panel pulls up DoT on internet shutdowns; asks to take stock of impact

Expressing concern over frequent internet shutdown without any empirical study, a Parliamentary panel has pulled up the Department of Telecommunications for not maintaining the record of incidents and inaction on several of its recommendations. The Standing Committee on Communications and Information Technology on 'Suspension of Telecom Services and Internet and its impact' tabled in Lok Sabha on Thursday, the panel has asked the Department of Telecom (DoT) to lay down a clear cut principle of proportionality and procedure for lifting of shutdown in coordination with the home ministry to prevent any misuse of the suspension rules. The panel rejected the logic of the DoT and Ministry of Home Affairs (MHA) for not maintaining the record of the shutdown, saying it cannot simply take the plea that police and public order are essentially state subjects and suspension of the internet does not actually come under the ambit of crimes. 187 terrorists killed, 111 counter-terror operations in J-K in 2022: Centre

A total of 187 terrorists were killed and 111 counter-terror operations carried out in Jammu and Kashmir in 2022, Union Minister of State for Home Nityanand Rai said in Rajya Sabha on Wednesday. Rai said 125 terrorists initiated incidents and 117 encounters took place in Jammu and Kashmir in 2022. As many as 180 terrorists were killed and 95 counter-terror operations were carried out in Jammu and Kashmir in 2021, he said, replying to a written question of BJP member Sushil Kumar Modi. Altogether 100 encounters and 129 terrorists initiated incidents were also reported in the Union Territory in 2021, he said.

States asked to raise women's representation in police force to 33%: Govt

The Centre has issued multiple advisories to states to increase the representation of women in police force to 33 per cent, but their actual strength as on January 1, 2022 stood at 11.75 per cent, the Rajya Sabha was informed on Wednesday. Union Minister of State for Home Nityanand Rai said the Ministry of Home Affairs has issued advisories dated April 22, 2013, May 21, 2014, May 12, 2015, June 21, 2019, June 22, 2021 and April 13, 2022 to all the state governments to increase the representation of women police to 33 per cent of the total strength. "According to data compiled by the Bureau of Police Research and Development (BPR&D), as on January 1, 2022, the actual strength of women police personnel is 11.75 per cent at all India level," he said in a written reply to a question. Ladakh has the highest percentage of women in police force (28.3 per cent), followed by Andhra Pradesh (21.7 per cent), Chandigarh (21.6 per cent) and Bihar (21.2 per cent). AAP, BRS, Shiv Sena walkout from RS after chair rejects adjournment notices

Members of the Aam Aadmi Party, Shiv Sena Thackeray faction and Bharat Rashtra Samithi (BRS) on Wednesday staged a walkout from the Rajya Sabha after their adjournment notices were disallowed by the chair. Opposition stages protest in Parliament on Adani issue, stalls both LS, RS

Opposition MPs on Monday held a protest in front of Gandhi statue in Parliament complex and stalled proceedings in both houses while demanding a Joint Parliamentary Committee probe or a Supreme Court-monitored investigation into the Adani issue. Both the Lok Sabha and Rajya Sabha were adjourned till 2 PM after opposition members protested in both houses seeking a discussion on the matter.
