In a move expected to decongest the prisons, the Centre has decided to launch a special scheme to provide financial support to poor people languishing in jails as they are unable to afford the penalty or the bail amount. "This will enable poor prisoners, majority of whom belong to socially disadvantaged or marginalised groups with lower education and income level, to get out of prison, the Home Ministry said in a statement on Friday. The broad contours of the scheme - Support for Poor Prisoners - have been finalised in consultation with stakeholders, it said. To ensure the benefits of the scheme reach the poor prisoners, technology-driven solutions will be put in place, E-prisons platform will be reinforced and District Legal Services Authority will be strengthen, besides stakeholders will be sensitised and stress will be given on capacity building. Lt Governor VK Saxena has approved and forwarded a proposal to the Union Home Ministry for issuance of a notification to implement a Telangana law in Delhi which allows the police to take offenders in preventive custody, officials said. In June, the Delhi Police had sought approval for issuance of the notification to extend the Telangana Prevention of Dangerous activities Act, 1986, to the Delhi government citing "a need for stringent legislation for prevention and effective control" of criminal activities, they said. In a communication to all states and Union territories, the home ministry said the issue has caused a serious impact on national security, economy and citizen safety. It said a large number of complaints have been reported across India related to illegal digital lending apps that provide short-term loans or micro-credits at exorbitant interest rates with processing or hidden charges, especially to vulnerable and low-income group people. The lenders use the borrowers' confidential personal data like contacts, location, photos and videos for blackmail and harassment. Harsh recovery practices followed by these illegal lending apps have claimed many lives across India. "This issue has caused a serious impact on national security, economy an
