The first of the four abort missions for India's maiden human spaceflight Gaganyaan is planned for May this year, the Lok Sabha was informed on Wednesday. "The first test vehicle mission, TV-D1, is planned in May 2023, followed by the second test vehicle TV-D2 mission and first uncrewed mission of Gaganyaan (LVM3-G1) in the first quarter of 2024," Minister of State for Science and Technology Jitendra Singh said in a written reply in the Lok Sabha. "The second series of test vehicle missions (TV-D3& D4) and LVM3-G2 mission with robotic payload is planned next. The crewed mission is planned by end of 2024 based on the outcome of the successful test vehicle and uncrewed missions," he said. Singh said the total expenditure incurred for Gaganyaan programme as on October 30, 2022 was Rs 3,040 crore. He said the Human-rated Launch Vehicle Systems (HLVM3) are tested and qualified. A parliamentary panel has ticked off the panchayati raj ministry over non-release of funds to states under the flagship Rashtriya Gram Swaraj Abhiyan (RGSA). In its report tabled in Rajya Sabha on Wednesday, the Standing Committee on Rural Development and Panchayati Raj said these funds are released to the states primarily for capacity building and training of elected representatives, functionaries and other stakeholders of the panchayats. It said that 19 out of 34 states and Union territories have not received any funds under the scheme for the financial year 2022-23 (as on 31.12.2022). Similarly, in 2021-22, no funds were released to nine out of 34 states and Union territories. "The Ministry to this effect submitted that timely non-submission of requisite documents and non-compliance of instructions stipulated by the Ministry of Finance, inter alia, are the reasons for non-release of funds. A record investment of Rs 1,547 crore has been received by Jammu and Kashmir in the current fiscal till January, Union Minister of State for Home Nityanand Rai said in the Lok Sabha on Tuesday. Rai said the government expects investments to further increase in the next five years in various important sectors like manufacturing, services, healthcare and pharmaceuticals, agro-based industry, and tourism, including film and medical. During 2022-23 till January, a record investment of Rs 1,547.87 crore has been received by the Union Territory and this investment during the current financial year is the highest ever compared to any of the previous financial years, he said replying to a written question. The Naxal violence in India has decreased by 77 per cent over the past 12 years and the number of deaths in related incidents has also reduced by 90 per cent during the same period, the government said in Lok Sabha on Tuesday. Union Minister of State for Home Nityanand Rai said the geographical spread of LWE-related violence has significantly reduced and only 176 police stations of 45 districts reported related violence in 2022. In 2010, at least 465 police stations of 96 districts had reported LWE-related violence. Replying to a written question, Rai said the number of LWE-related deaths (security forces and civilians) has reduced from an all-time high of 1005 in 2010 to just 98 in 2022. The minister said the decline in geographical spread of violence is also reflected in the reduced number of districts covered under the security related expenditure (SRE) scheme. The government has done away with the requirement of state domicile for registration of patients requiring organ transplantation, the Rajya Sabha was informed on Tuesday. Now such patients will be able to go to any state of the country and register themselves for organ transplantation, Minister of State for Health Bharati Pravin Pawar said in a written reply. The government is working with the aim of "One Nation, One Policy" for organ donation and transplantation in consultation with the states, she said. "In this regard, it has been decided to remove the requirement of domicile of the state for registration of patients requiring organ transplantation from deceased donor. "Now such patients will be able to go to any state of the country and register themselves for organ transplantation," she said. The government on Monday sought Lok Sabha approval for net additional spending of over Rs 1.48 lakh crore in the current fiscal. The second batch of supplementary demands for grants for the 2022-23 fiscal was tabled in the Lok Sabha by Minister of State for Finance Pankaj Chaudhary. "Approval of the Parliament is sought to authorise gross additional expenditure of Rs 2,70,508.89 crore. Of this, the proposals involving net cash outgo aggregate to Rs 1,48,133.23 crore and gross additional expenditure, matched by savings of the Ministries /Departments or by enhanced receipts/recoveries aggregates to Rs 1,22,374.37 crore," said the supplementary demands. This additional spending includes over Rs 36,000 crore towards fertiliser subsidy and Rs 25,000 crore to the Department of Telecom. Another Rs 33,718 crore is towards meeting defence pension expenditure.
