The one-way traffic resumed on the 270-km Jammu-Srinagar national highway on Wednesday after remaining suspended for about 38-hours following a landslide in Ramban district, officials said. Deputy Superintendent of Police, Traffic (national highway), Banihal, Asghar Malik said the road clearance operation at the landslide-hit Sher Bibi near Banihal was still going on. Hundreds of vehicles were left stranded on the highway after a massive landslide blocked the arterial road at Sher Bibi around 2 am Tuesday. The road clearance operation was hampered by continuous shooting of stones from the hillock throughout the day. The government is looking at having helipads along new highways as that will help in immediate evacuations during emergencies. The ministries of civil aviation and road transport have discussed the proposal, according to Civil Aviation Minister Jyotiraditya Scindia. To enhance connectivity, especially in remote and hilly areas, the civil aviation ministry has been pushing for increasing the use of helicopters. "All the new highways should have helipads... along them so that infrastructure is in place," Scindia said. Helipads on the national highways will help in immediate evacuations during emergencies, he noted. Both Scindia and the Minister of State for Civil Aviation Gen (Retd) V K Singh pitched for having helipads in every district. They were speaking at the Civil Aviation Ministers' Conference in the national capital. National Highways Authority of India (NHAI) will hold officials liable for any fatal or serious accidents that occur as a result of poor road engineering works. NHAI in a circular said the authority has taken a serious view towards the dereliction of duty by the representative of NHAI/IE/AE involved in the process of issuance of the provisional certificate, thereby jeopardising the safety of users in utter disregard of the policy guidelines and provisions of the contract agreement. "However, it has come to notice that provisional completion certificates are being issued keeping safety works such as road marking, road signages, end treatment of crash barriers in the punch list, which not only compromise the safety of users but also bring a bad name to NHAI upon the occurrence of accidents/ fatalities," the circular said. The country is on course to build more national highways and rail lines during the decade ending 2025 than it has cumulatively done between 1950 and 2015, a report said on Wednesday. The total length of national highways is expected to reach 1.8 lakh kilometres, while that of the railway lines 1.2 lakh kilometres by 2025, Bank of America Securities India said in a report. Between 1950 and 2015, the nation built only 4,000 kilometres of national highways, taking the total length to 77,000 kilometres in 2015. However the highway length is on course to cross 1.8 lakh kilometres by 2025 -- more than double the existing length -- in ten years time. When it comes to the rail network, the nation had only 10,000 kilometres of rail lines in 1950, which rose to 63,000 kilometres in 2015. But it is slated to touch 1.2 lakh kilometres in 2025, the report said.
