Govt's total liabilities rise 2.6% to Rs 150.95 trn in Q3FY23: Report

The government's total liabilities rose to Rs 150.95 lakh crore in December quarter from Rs 147.19 lakh crore in the three months ended September 2022, according to the latest public debt management report. The increase reflects a quarter-on-quarter increase of 2.6 per cent in October-December 2022-23. In absolute terms, the total liabilities, including liabilities under the 'Public Account' of the government, jumped to Rs 1,50,95,970.8 crore at the end of December 2022. As of September 30, the total liabilities stood at Rs 1,47,19,572.2 crore. The report released by the finance ministry on Saturday said public debt accounted for 89 per cent of the total outstanding liabilities in December quarter, compared to 89.1 per cent at the end of September. Nearly 28.29 per cent of the outstanding dated securities had a residual maturity of less than 5 years. Govt asks IAS, IPS, IFS officers to inform about mkt related transactions

The Centre has asked IAS, IPS and IFS officers to intimate it in case the total transactions in stock, share or other investments exceed their six months' basic pay during a calendar year, according to a latest order by the personnel ministry. This intimation is in addition to similar information that needs to be shared by them under Rule 16 (4) of AIS or All India Services (Conduct) Rules, 1968. These rules are applicable to the members of three All India Services -- Indian Administrative Service (IAS), Indian Police Service (IPS) and Indian Forest Service (IFS). It has noted that melting glaciers due to any impact of climate change will not only severely affect the flow in Himalayan river system but will also give rise to natural disasters. Govt caps maximum GST cess rate on pan masala; links rate to sale price

The government has capped the maximum rate of GST compensation cess that would be levied on pan masala, cigarettes and other forms of tobacco and linked the highest rate to their retail sale price. The capping of the cess rate was brought in as part of the amendments to the Finance Bill, 2023, which was passed by the Lok Sabha last Friday. As per the amendment, the maximum GST compensation cess rate for pan masala will be 51 per cent of the retail sale price per unit. In the current regime, the cess is charged at 135 per cent ad valorem. The rate for tobacco has been fixed at Rs 4,170 per thousand sticks plus 290 per cent ad valorem or 100 per cent of the retail sale price per unit. So far, the highest rate was Rs 4,170 per thousand sticks plus 290 per cent ad valorem. The cess is levied over and above the highest Goods and Services Tax (GST) rate of 28 per cent. Govt hikes duty on X-ray machine imports from 10% to 15% starting April 1

The government has hiked customs duty on import of X-ray machines and non-portable X-ray generators to 15 per cent with effect from April 1. Currently, portable X-ray machines and non-portable X-ray generators and apparatus attract 10 per cent import duty. The changes in the customs duty rate was brought in as part of the amendments to the Finance Bill, 2023, which was passed by the Lok Sabha last Friday. The new rates would be effective from April 1, 2023, the amendment said. AMRG & Associates Senior Partner Rajat Mohan said this is intended to improve barriers to manufacturing in India. "This will encourage 'Make in India' to reduce import dependence in the niche sector," he said.

Govt to introduce GPS-based toll system in 6 months to replace toll plazas

The government will introduce new technologies including GPS-based toll collection systems in the next 6 months to replace existing highway toll plazas in the country, Union minister Nitin Gadkari said on Friday. The move is aimed at reducing traffic congestion and charging motorists for the exact distance travelled on the highways, Gadkari said. Addressing an event organised by industry body CII, Gadkari further said state- owned NHAI's toll revenue is currently Rs 40,000 crore and it is going to soar to Rs 1.40 lakh crore 2-3 years. "The government is looking at new technologies including GPS-based toll systems to replace toll plazas in the country...We will bring new technology in six months," he said.
